Currently seeking an experienced NAVYModernization Project Manager in support of a long-term opportunity located @ the Navy Yard in Washington, DC (support can be provided 3 days onsite and 2 days remote, each week).
Objective: In this role, you will be responsible for the planning, execution, and integration for ship modernization for all classes of conventional surface ships. You will also be responsible for the budgeting through ship availability contracting to deliver modernized ships to the Fleet while working closely with Senior Leadership, Planning Yards, Shipyards, Alternate Installation Teams, Test Teams, Warfare Centers and Regional Maintenance Centers.

Act as PAPM’s “Right-Hand (Wo)Man
Directly support and advise Principle Assistant Program Manager (PAPM)
Track, consolidate, report, filter actions and tasks
Develop and review budgets through the PPBE cycle
Facilitate the efficient and effective management of PAPM’s bandwidth
Participate in Program Reviews for CG MOD, DDG MOD, Planning Yard and AITs
Coordinate and participate in meetings and conferences in support of PAPM
Requires an independent, self-motivated and critical thinker that takes initiative and completes reports/tasks in an independent and timely manner.
Product oriented, proactive thinker capable of supporting projects by leveraging knowledge of US Navy shipboard operations and Navy maintenance and modernization programs.
Assist with recommendation development, briefs, position papers, reports and draft responses for executive decision makers.
Serve as the PAPM’s focal point to monitor reports and aggregate issues for all availabilities.
Collaborate with internal and external resources via working groups, program development forums, and analytical activities. Progress client needs and deliverables into intelligent and actionable products.
Provide technical expertise to support the ship modernization process and recommendations for process improvements as applicable. Attend and accompany personnel to availability planning meetings and teleconferences (e.g. WPIRs, MADWG, NDE and FMPMIS) reconciliation and availability planning meetings, and other meetings as approved.
Produce accurate and useful information through aggregation and analysis of large amounts of spreadsheet data which can be used in charts and briefings. Utilizes knowledge of key players, processes, and procedures to identify and fill gaps in data to create actionable knowledge for the client.
Monitor standards for the quality of reporting and actions in projects. Assist in the resolution of project and program priorities. Maintain up-to-date information and assures quality control throughout all contract activities.
Demonstrate excellent writing and presentation skills to develop recommendations, briefings, documents, papers, and conceptual and analytical reports for clients.
Perform additional duties and responsibilities as assigned.
7+ years in the Navy or Supporting Navy surface ships
Completed BS/BA Degree
Navy acquisition experience preparing POM and budget inputs and preparing responses to Congressional questions.
Experience with the Navy Modernization process.
Experience with MS Office Suite including Outlook, Word, Power Point and Excel
Ability to travel to waterfront
Experience with Navy acquisition programs and budget/POM process
Bonus Skills (NOT required):
Project Management Experience (PMP)
Experience with both east and west coast RMCs and TYCOMs
Qualified Surface Warfare Officer, Acquisition Professional or Engineering Duty Officer
CWO/LDO with Maintenance Manager Experience
Experience with analytical tools (PowerBI, JIRA, R)
Experience directly supporting Navy O6 or above/GS15
