Details:
  • Candidates must hold a Secret Clearance
  • Must sign a Letter of Commitment (LOC) if qualified (it is attached and we’ll discuss the process in the req meeting tomorrow) and provide their resume to be shared with the client
  • The Awarded work will start on July 1st
  • There is some flexibility with the Onsite Requirement, they can be hybrid or remote if really necessary, but must check all other boxes
  • This is NEW WORK and a 5 Year Contract
Provide software programming, development and integration requirements, including maintenance and modification of existing software, and development of new software, utilizing knowledge of established programming procedures and data processing requirements. The table below identifies the programming languages and applications the Contractor shall support: 
  • Programming Languages (latest versions) 
  • Frameworks
  • Databases (latest versions)
  • Web and Application Servers (latest versions) 
  • Java, Active Server Pages (ASP), .NET, ColdFusion, PHP: Hypertext Processor, JavaScript
  • Spring Model-View-Controller (MVC), JavaServer Faces Oracle and MS SQL Server 
  • Apache Tomcat, MS Internet Information Services (IIS), Oracle Weblogic, ColdFusion 
  • Concepts: Web Services, Representational State Transfer (REST), Java 2 Platform, Enterprise Edition (J2EE), Asynchronous JavaScript and Extensible Markup Language (AJAX), HyperText Markup Language (HTML5), Cascading Style Sheets (CSS), Extensible Markup Language (XML). 
HLB is in search of an Application Programmer to support the Medical Research and Development Command (MRDC) at Fort Detrick, MD. The MRDC is the Defense Health Agency's (DHA) medical material developer responsible for medical research, development, and acquisition. The Command manages an extensive extramural research program with numerous contracts, grants, and cooperative research and development agreements to provide additional science and technology capabilities from leading academic, private industry, and other government organizations.
  • This position requires a Secret Clearance and U.S. Citizenship (applicants without proof of U.S. citizenship will not be considered due to the position's security clearance requirement).
  • Job Duties and Responsibilities include but are not limited to the following:
  • Provide software programming, development, and integration requirements, including maintenance and modification of existing software and development of new software, utilizing knowledge of established programming procedures and data processing requirements.
  • Perform migration of Oracle Forms and Reports to web-based, database-independent applications as required.
  • Design, implement, and provide maintenance of web (thin) and thick client applications.
  • Utilize an agile methodology for all development efforts to ensure MRDC customers remain fully engaged.
  • Manage programming tasks for new development or maintenance of existing applications.
  • Consult with the Government to develop requirements for and maintenance of application software.
  • Troubleshoot and investigate production issues in applications.
  • Mentor team members on software development life cycle, design, analysis, and development techniques.
  • Make recommendations to improve business process operations as appropriate.
  • Perform code reviews with IT team members to develop quality and procedural processes.
  • Have familiarity with code repositories (e.g., Team Foundation Server (TFS) and Integrated Development Environments (IDEs)).
  • Submit System Change Requests (SCRs) for Configuration Control Board (CCB) review.
  • May assist software developers by analyzing user needs and designing software solutions.
  • May develop and write computer programs to store, locate, and retrieve specific documents, data, and information.
  • Required Qualifications
  • Experience performing or directing revisions, repairs, or expansion of existing programs to increase operating efficiency or adapt to new requirements.
  • Experience writing, updating, and maintaining computer programs or software packages to handle specific jobs such as tracking inventory, storing or retrieving data, or controlling other equipment.
  • Experience consulting with managerial, engineering, and technical personnel to clarify program intent, identify problems, and suggest changes.
  • Experience performing systems analysis and programming tasks to maintain and control computer systems software as a systems programmer.
  • Experience with frequent use and application of technical standards, principles, and theories.
  • Preferred Qualifications:
  • DOD 8570 IAT certification
  • Required Education
  • Bachelor's (or equivalent) with 5 - 7 years of experience, or a Master's and 3 to 5 years of experience.
