Procurement Specialist

Procurement Specialist - Candidates must be local to Northern VA
Requirements for the Position:
  • Administration of assigned subcontracts and PO's
  • Prepare and negotiate all agreements to partners/subcontractors, including NDA's, teaming agreements, subcontract agreements, consultant agreements and CTA's
  • Work with project teams to support day to day subcontract administration, including receiving requests from project teams for subcontractor agreements and purchase orders, reviewing data in the Procurement Requisition system
  • Provide guidance to project teams in addressing difficult subcontract actions and proactively educate project team on various subcontract and compliance issues, especially CPSR, FAR, DFARS, and/or other Federal Government statutes, laws, regulations and requirements
  • Support project team compliance with key internal processes to include company’s purchasing manual, and support established subcontract procedures
  • Create Purchase Orders and Change Orders in Deltek Costpoint to provide funding, POP and SOW to subcontractors, maintain tracking of all subcontractors assigned for compliance with terms and conditions, provide inputs for subcontracting reporting as required, create and maintain records for all assigned subcontractors in accordance with company Purchasing Manual
  • Maintain details on all accounts for reporting purposes
  • Provide proposal support to include issuing RFPs/RFQ's and all data calls to partners/subcontractors, conduct complex negotiations with subcontractors, including but not limited to terms and conditions and pricing, participate in proposal kickoff and stand-up meetings, contribute to proposal team as requested/required
  • Conduct complex negotiations with subcontractors, including but not limited to terms and conditions and pricing
  • Review and resolve issues on assigned tasks which affect company compliance and ensure satisfaction of legal requirements, and company and customer objectives
  • Ensures that services and deliverables are delivered in accordance with the agreement terms and conditions
  • Engage with our client’s proposal team and appropriate contracts administrator
  • Correspond with internal and external customers in a timely and professional manner
  • Monitor and evaluate subcontractor performance
  • Other duties as assigned
