Position Summary

This position is with  the Office of the Undersecretary of Defense for Intelligence and Security - OUSD(I&S), in the Commonwealth & Partnership Engagement (C&PE) Branch. The position applies technical skills and policy knowledge to meet the needs of our four primary Commonwealth partner nations – Australia, Canada, New Zealand and the United Kingdom. Tasks involve working with both peers and Senior Executives/Flag Officers to develop DoD policy and programs related to defense intelligence foreign intelligence.  This role supports Foreign Liaison and Integration Officers on substantive policy as well as administrative matters and logistics. Individuals interested in this position must be confident, competent, candid, and equipped to work effectively and comfortably in a fast-paced, ambiguous, and unstructured operating environments with short turnaround times and where attention to detail and results are required on a daily basis.

Primary Duties

Propose and manage initiatives for relationship building with Commonwealth partners.

Facilitate Defence Intelligence Seniors Conference of the Commonwealth and the United States (DISCCUS) meetings, and other U.S./Commonwealth fora.

Develop recommendations and outline strategies to ensure Foreign Liaison Officers (FLOs) comply with DoD policies, while being empowered for operational success.

Provide the required information and documentation needed for OUSD(I&S) to achieve and retain approved FLO strategies

Identify the evolving scope for liaison duties, coordinate contact requirements, types of information and information technology access needs to support and enable required tasks

Coordinate and Collaborate on a regular basis with stakeholders across the Defense Intelligence Enterprise (DIE), DoD, IC, and ISD(I&S)Country Teams on Partner Engagement issues.

Synchronize Partner Engagement efforts among stakeholders leveraging C&PE strategies and action plans, and the partnership working groups

Prepare read aheads and staff packages both administratively and analytically. Support Senior U.S. Defense and Allied officials for a variety of Commonwealth Partner Engagements.

Manage program control support required for special programs or alternate compensatory measures

 

Qualifications:

  • Active TS/SCI Security Clearance.
  • Minimum five years of experience working in the Intelligence Community on national-level DoD analytic and policy issues.
  • Demonstrated knowledge in foreign affairs and foreign intelligence relationships
  • Have a “Can do” positive attitude in the face of many obstacles, and the ability to always find a way to deliver results, no matter what the obstacle is.
  • Knowledge of and ongoing interest in Commonwealth-related defense intelligence policy priorities and capabilities.
  • Proven responsiveness in coordinating across large stakeholder communities: specifically, across the DoD, IC, and Allied defense organizations.
  • Expertise in designing action-oriented agendas for Senior level meetings, and ensuring read-ahead materials are provided as early as possible to peers and Senior Executives.
  • High competence level in briefing both Executives and peers.

 

Education:

  • Bachelor’s and/or Master’s degree in Political Science, International Affairs, Languages, or a related field.

 

This full-time position is Monday through Friday and operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines. Limited travel may be required.
