Operations Research Analyst (Manpower, Personnel and Training) 
We are seeking an Operations Research Analyst with skills and abilities to design data collection templates and surveys, collect and interpret data, and develop analytical products by manipulating structured and unstructured data sets (mostly text) using a variety of tools including basic databases, data mining and coding tools, and MS office products (Excel and Access). The candidate must demonstrate experience in conducting analysis, developing solutions, utilizing information technology, and presenting findings. 
The work is related to the development of DoD acquisition documents that include Manpower Estimates, Training Plans and Human Systems Integration requirements for complex (system-of-system level) Information Technology related systems. 
Candidates should have experience with the below tasks: 
  •   Code and manipulate textual data 
  •   Design and create tables and complex queries in MS-Access 
  •   Import and Export data from MS-Access to update tables or analytical products 
  •   Develop complex charts and graphs using standard tools 
  •   Maintain version control for large data sets 
  •   Interview personnel to collect and interpret task and job-related data 
  •   Review complex IT systems manpower/manning status and projections 
  •   Prepare, submit and brief periodic status reports. 
  •   Prepare analytical products and written documentation 
  •   Assist in the development of surveys and data collection templates 
Basic Qualifications: 
  •   Bachelor’s Degree (Statistics, Mathematics, Computer Science or Operations Research preferred) 
  •   7-10 years of experience 
  •   Knowledge of Navy and/or Marine Corps Logistics Competency (desired) 
  •   Proficiency in the use of MS Office suite of products and web-based tools and applications 
  •   Operational Research and Systems Analysis (ORSA) military qualification (desired) 
  •   Manpower, Personnel and Training (MPT) and/or Human Systems Integration experience (desired) 
  •   ITIL Version 3 Certification/s (desired). 
  •   A current SECRET clearance is required.
