Secret cleared Construction Inspector to support the Department of Defense Naval Facilities Engineering Command, serving in the role of Owner's Agent.  The ideal candidate will have developed expertise in the field of Civil / Structural inspection services, is expected to plan and carry out the work independently, coordinate with others as required, and resolve problems as they occur.  They have a sound understanding of engineering concepts, principles and practices applicable to the full range of engineering technician duties or to the specific discipline identified (civil, mechanical, electrical, or environmental) concerned with the design, layout, and supervision of construction operations.  He/she should be able to utilize guidelines for agency design and construction standards, civil engineering and related standards, established procedures and policy statement and the guidance of the supervisor, and be able to perform the following types of tasks:
Project Development – Provide specific technical expertise, obtained through education, experience, and/or professional certifications, in one or more areas which include but are not limited to: utility systems, building envelopes, mechanical systems, electrical systems, elevator systems, fire protection systems, concrete structures, waterfront piers and wharfs.  Most contracts involve the repair and construction of buildings, pavements and utility systems, etc.  Contracts vary in size and complexity from small, non-complex projects to medium complex projects utilizing multiple disciplines.  Requirements include:
  • Making on-site visits to determine facility/site condition and develop facility/site engineering layout recommendations during project development.
  • Independently prepares Scope of Work (SOW) and project cost estimate using various resources (past performance, historical pricing, internet research, etc.) and reviews engineering design for proposed changes.
Constructability Reviews – Provide support reviewing project packages for general adequacy and conformity for purpose of assignment and sound engineering judgment.  Requirements include:
  • Providing advice and solutions and assists the construction engineer on technical matters requiring extensive knowledge of engineering practices and construction methods.
  • Drawing conclusions, preparing reports and making recommendations as necessary.
  • Coordinating with other project designers and team members to provide solutions to complex and diverse technical problems.
  • Providing timely and clearly articulated feedback to their supervisor and/or Engineering Technicians (ETs) that individual is currently supporting on all findings.
Technical Analysis – Reviews in-house technical packages, generates and reviews independent government estimates and contractor proposals to analyze for technical soundness, compliance with Navy requirements, cost reasonableness and practicability from a construction standpoint.  Requirements include: 
  • Contacting agency engineers and managers are to influence, motivate, discuss design approach, verify space requirements, conduct surveys and investigations and resolve issues.
  • Reviewing project plans and specifications for technical soundness, compliance with Navy requirements and to assure constructability and practicability from a construction standpoint. Prepares written technical analysis reviews regarding proposed construction projects.
  • Reviewing contractor proposals and prepares written technical analysis reviews regarding proposal pricing and approach.
  • Ensuring contractor compliance with OSHA and USCOE EM385-1-1 construction safety requirements are demonstrated in proposed projects.
  • Providing price reasonableness analysis to highlight hidden and unnecessary costs, providing input to the pre- and post- negotiation documentation.
  • Arranging and coordinating pre-final and final acceptance inspections.
Required Skills:
  • SECRET Clearance
  • Extensive technical and practical knowledge, and experience as an engineering or architectural technician required.
  • Ability to perform routine, outside physical work involving abilities such as agility and dexterity.
  • Familiarity and personal use with construction related PPE such as hard hats, masks, coats, boots, goggles, gloves, fall protection, etc.
  • Willingness to travel between worksites in the Naval Base Kitsap, Keyport, Naval Magazine Indian Island, Jackson Park, Puget Sound Naval Ship Yard and Manchester Defense Fuel Depot facilities in Washington State
  • Ability to utilize and/or familiarity with a wide variety of computer programs, including Adobe Professional.
  • Knowledge of the Construction Quality Management (CQM) process
  • Ability to lead small groups of individuals in a diverse work environment
  • Ability to work outdoors in extreme heat or cold, working in confined spaces and using fall protection
  • Knowledge of safety and occupational health principals as identified in the EM385 1-1.
  • Familiarity with ieFACMAN, Maximo, and other Navy database systems
  • Prior NAVFAC construction project experience.
  • Understanding of NAVFAC construction and reporting policies
