IT Software Project Manager - Splunk/Agile -

A key client of ours has a need for a strong IT Software Project Manager to manage the full lifecycle implementation of Splunk at a Government Agency location, using Agile project management methodology.  Looking for someone who has risen from the IT ranks into Project Management and who also has some experience with AWS cloud. This is a full time position as an employee (no 3rd parties or 1099s) and at minimum a Secret clearance is required.
The Project Manager should have working knowledge and awareness of Splunk technology and preferably have direct experience with the complete build and data ingestion of a Splunk project, working with technical teams to drive the project through the Agency's defined Agile SDLC process. The PM will be responsible for all aspects of the successful completion of the project. Previous Federal Enterprise wide experience a plus.
The IT Software Development Project Manager will be responsible for the end-to-end management of the projects - from project initiation, to closeout and transition to operations and will perform the following activities:
  • Managing project schedule, costs, resources, quality, risk management etc.
  • Engage stakeholders and members of the integrated project team from project kick-off to closeout. 
  • Collaborate with stakeholders to assist them in developing requirements. Support the Product Owner in defining business requirements and participate with the development team in refining user stories. Provide day-to-day oversight and direction to project team which may comprise of technical teams from various teams within the Agency. 
  • Follow relevant Agile SDLC process/ceremonies and work with relevant project team members to prepare project artifacts to take the project through the Agency's tailoring and phase gate process. Maintain all project deliverables and artifacts in a centralized project site with controlled access.
  • Manage the project within approved baselined cost and per baselined schedule. Coordinate with the Program Contract Management (PCM) team on budgeting, procurement, and contractual activities.
  • Drive the project team to completing the project within budget and on schedule.
  • Manage risks, and escalate as needed. 
  • Provide status reporting (as appropriate) to management and attend ad hoc meetings upon request with senior leadership.

Required Qualifications:

  • Must have an active secret clearance
  • 8 to 10+ years of IT Software Development Project Management experience.
  • Previous support of enterprise systems engineering initiatives and knowledge of Splunk.
  • PMP certification.
  • Hands on experience delivering Splunk and/or other similar enterprise wide applications
  • Technical background preferred or must be strong enough to recommend solutions and lead customer, not solely rely on customer guidance.
  • Experience managing projects using the Agile methodology
  • Demonstrated ability to manage IT software development project risks and perform risk mitigation; demonstrated experience with managing project costs. 
  • Understanding of new technologies and the impacts on business processes.
  • 2+ years of experience in the following: 
    • Client management and understanding the client/stakeholder needs and requirements.
    • Drafting project plans; managing tasks, time, resources and cost.
    • Tracking and managing project financials and reporting to client/stakeholders
