CI Screener
Personnel qualification requirements. All non-key contractor personnel shall have at least an Associate’s Degree or 2-3 years of personnel security experience or 2-3 years of military security experience. The following outlines the specific skills required. 
Contractor Travel. All Contractor and Sub-Contractor travel for this Contract shall be validated by the COR and approved by the KO prior to travel. The Contractor shall provide estimated cost and expense category information with this request to facilitate COR/KO review and approval of expense types as well as to substantiate travel costs that are invoiced. Senior reviewers are estimated to be on CONUS travel up to 30% of the time. 
Local travel is considered travel within a 50-mile radius from the home station to perform official duties such as attending meetings, conferences, etc. Reimbursement will not be provided for POV travel between the Contractor's corporate and regional offices and Fort Belvoir, Virginia; Fort Meade, MD; or any INSCOM office within the Military District of Washington (MDW).

Meade Screening Detachment Overview: The Contractor will conduct administrative and quality assurance/quality control services by analyzing, documenting, developing, generating, producing, providing, and retrieving analyses, reports, validation, databases, briefings, meeting minutes, correspondence and documentation. Contractors shall perform CI analytical functions to include developing and conducting training, CI focused analysis in support of standing or developing intelligence investigations, and operations and collections in order to support the Command’s operational decision making. Contractors shall draft assessments in support of investigations, operations and collections to include the CI functions of Insider Threats to the Army, ALP Screenings per direction of the 902d MI Group, Foreign Counterintelligence, Counterterrorism, Technology Protection, and Force Protection for the purpose of ensuring the commander’s awareness of all vulnerabilities, threats, and considerations to operations. This mission includes the coordination with members of other government agencies. The contractor shall bring any relevant and credible information of CI interest per AR 381-12 to the attention of the Credentialed Agents onsite. 
Task 1: 
* Gather information and perform background checks. 
* Organize and assemble CI/Security Screening Packet IAW Army G2 policy and MSD SOP 
* Conduct Database Checks to include but not limited to: Contract Linguist Information Program (CLIP) Database and/or Contract Linguist Enterprise Database, QueryTree, Proton, DCGS-A, M3, M3, Swordfish-J, TAC, HOT-R, and DoD counterintelligence Database (PORTICO). 
* Conduct pre-screening analysis of applicants 
* Obtain and analyze Credit Reports 
* Coordinate and schedule CI/Security Screening interviews
Task 2: 
* Screening/Interviewing Operations 
* The contractor shall provide support to various requirements and tasking to issues concerning contract linguists, and provide a written and/or oral status to the government. 
* Prepare draft Intelligence Information Reports (IIRs)
Task 3: 
* Training and Information Operations 
* Prepare statistical data and summaries of screening information (to include but not limited to, data collected, number of screenings performed, etc [government shall provide format following task order award]) for MSD 
* Develop training materials and train screening functions to newly hired/assigned personnel
