E3 is seeking a Senior Budget Analyst to support a program within the Office of the Secretary of Defense (OSD). The selected candidate will: 
  • Collect and evaluate financial data and other information concerning obligations and expenditures to determine budget requirements, draft long-range budgets, provide justifications for requested funding levels and execution
  • Monitor overall program budget and develop execution and obligation briefings
  • Track and analyze the PPBE cycle as it relates to the operating budget
  • Analyze the potential effects of budgetary actions on program viability and attainment of program objectives
  • Provide funding, forecasting, programming, budget information, execution status and funds reconciliations, using the Financial Management tools and systems
  • Perform cost benefit evaluations of current or projected spending plans; analyzing and evaluating the effectiveness of resource allocations in meeting established agency goals and objectives
  • Contribute to the development of program and budget submissions, including Issue Papers and POM inputs
  • Prepare MIPRs, Sub-allocations, and Inter-Agency Agreement funding documents

  • Bachelor’s Degree in a financial discipline
  • Minimum of 5 years of DoD financial experience
  • 2 years' experience with the following:
    • Creation of DoD PPBE and budget exhibits
    • Creation of DoD spend plans
    • Enterprise Business Accountability System (EBAS)
    • Cognos reporting tool
    • Execution Management System (EMS) financial management tools
    • Comptroller Exhibits for R-2s
    • Core Financials (CF)
  • An active Secret security clearance
  • Military background
  • Master’s degree 
  • CDFM certification
